Giveaway Official Rules (preview)

The working draft lives in the Kumori project folder as Kumori_Giveaway_Official_Rules_DRAFT.md. Before launch it still needs: the sponsor's legal entity name and address, the mail-in alternative entry address, the winner-list address, governing law and dispute resolution, and counsel sign-off.
